School districts need to have some funds set aside. I am not saying it needs to be a hoard of cash.

Ken H.,

I don't understand your comment.  Are you saying that you think it is legal and ok for a school district in Pennsylvania to accumulate and hoard tax dollars in an amount exceeding the District's actual expenses to educate?  Evidently many School Districts in PA are doing just that: gathering up taxes beyond actual expenses and stashing the cash.  Remember, in PA the taxes collected by the School Districts are being taken from the equity built up in the resident's home.
